WANEP-CI was established in 2003 to help facilitate cooperation among the organisations and institutions of civil society in the Ivory Coast and West Africa by promoting the regular sharing of information, experiences and resources on the problems of democracy, good governance, human rights, social justice, humanitarian action as well as prevention and conflict transformation.

WANEP-CI runs six main programmes:

WANEP’s WARN programme provides accompaniment for the West African ECOWARN Early Warning conflict prevention programme, that monitors, collects and analyses indicators of conflict on a continuous basis to try and anticipate and mitigate problems before they escalate into direct conflict. Regular situation and incident reports are produced to inform policy makers on options for response as well as WANEP’s response strategies.

WANEP-CI’s Women in Peacebuilding Network (WIPNET) runs programmes for mobilising women and reinforcing their capacities through educational programmes, forums, conferences and training workshops that work on capacity building for victims of violence as well as women’s involvement in the electoral process. This programme seeks to increase the number of trained women practitioners in peacebuilding as trainers, researchers, mediators and advocates, as well as promoting mainstreaming of gender perspectives into peacebuilding and conflict prevention frameworks at community and national levels.

The Justice Lens programme executed a mission to demonstrate that conflicts are related to the violation of human rights by running a series of capacity building activities to contextualise the early warning indicators of the WARN program. The program ran an evaluation of the Ivorian conflict with a delegation of civil society workers, as well as radio and television programs that invited leaders of civil society to talk about peacebuilding in coordination with the local RTI station.

The Program of Democracy, Good Governance and Elections began in 2008 by establishing an observatory of the Ouagadougou political agreement and producing monthly reports and statements in major newspapers and on the internet, as well as providing deployment of at least 150 observers during the Presidential election.

The Peace Education and the Rights of Children programme began in 2003 to help strengthen the non-violent actions in children and young people, encouraging them in their ability to resolve their own differences without adult intervention. Peace clubs were set up in several secondary and primary schools as a result.

The Capacity Building programme began in 2003 to help build the capacity of civil society in Ivory Coast.

The African Institute for Economic and Social Development (INADES) was established in 1962 at the request of the Bishops of West Africa to work on issues of economic and social development, specifically agricultural training programsme. In 2002, INADES expanded to develop into the Centre for Research and Action for Peace (CERAP) that consists of four main branches:

The Institute for Dignity and Human Rights (IDDH): Research centre and private university with studies in areas of peace, ethics, human rights and governance.

The Documentation Centre (CEDOC): A library of resources on issues of peace, human rights, democracy and good governance.

Social Action in Urban Areas (ASMU): Free professional apprenticeships for disadvantaged young people.

Editions of CERAP (EDICERAP): Publishes and encourages intellectual papers, editions, books, etc. by Ivorian authors targeted for youth dropout or illiterate underprivileged families.

The Centre runs highly popular public conferences on Fridays on topics of tolerance, peace, human rights, good governance, democracy and such, given by experts on the subjects. CERAP also runs surveys and opinion polls that focus on the values and lifestyles of Ivoirians.

In 2007, CERAP launched youth programs in 41 “peace villages” around the country, training 179 teachers and supervisors in citizenship and conflict management. These teachers then created clubs within their schools and communities, a newspaper and an annual camp that spreads ideas of good citizenship and conflict management. The children in these programmes ran their own electoral commissions to elect a village head and ministers, teaching them the importance of good democracy. The project was so successful that it was replicated in Chad and Burkina Faso and is being proposed to the Ivorian Ministry of Education to be included as part of the national education curriculum.

The Cross Cultural Foundation (CrCF) was founded in 2002. It works on justice and the protection, promotion and monitoring of human rights in Thailand. CrCF’s philosophy and activities are focused on strengthening human rights and delivering sustainable judicial reform throughout society, both top-down and bottom-up. Particular emphasis is placed on marginalised people such as ethnic minority groups, stateless people, migrant workers and victims of conflict.

The CrCF is guided by the principles of cross-cultural and human rights understanding, empowerment and inclusiveness. It has coordinated numerous activities in partnership with its working partners to promote and protect the rights of marginalised groups throughout Thailand. It also provides legal and other aid to victims of abuse, such as those affected by violence in the southern border provinces.

Among its many strategic aims, the CrCF is committed to:

Strategic litigation and legal aid: through which it monitors the justice process and its accessibility for marginalised people; provides direct legal aid to victims of human rights violations with strategic litigation; files strategic cases related to torture, disappearance, arbitrary detention, land issues, community rights, labour rights, right to assembly, right to life and other human rights violations by the state under special laws.

Capacity building: to inform and educate communities of the target population on their rights and empower them to act upon and defend human rights standards; to create networks of human rights defenders and lawyers and encourage debate among human rights practitioners.

Research and advocacy: to raise awareness about cultural, economic and political issues and promote the rule of law and human rights; to raise public and political awareness through anti-torture campaigns; to conduct research and organise public seminars on the implementation of special security laws.

The CrCF’s key project aimed at ending violent conflict in the southernmost border provinces is being carried out in cooperation with Konrad Adenauer Stiftung and the Muslim Attorney Centre. The CrCF is implementing a programme that seeks to provide free legal aid and tangible assistance for vulnerable groups in Thailand’s southern border provinces. The initiative aims to be a significant step towards enhanced practice of justice and future reconciliation in the south. The project is funded by the European Union under the ‘Programme: Non State Actors in Development’.

Key activities include:

Free legal services and strategic litigation for indigent victims of human rights abuses;

Case meetings for lawyers and human rights law experts;

Capacity building training for lawyers and paralegals;

A law student program;

Public seminars targeting local authorities, security forces, decision-makers and judicial officers;

Research and case studies on the need for free public defender services;

Promotion of the role of prosecutors and judges in solving the conflict situation; and

Formulating policy options to authorities.

The project expects to achieve the following results:

Enhanced capacities of local organisations practicing law to provide legal aid assistance and free services to vulnerable groups of society;

Strengthened capacities of community initiatives in order to enhance the compliance of local authorities and security forces with national law and international human rights standards; and

Improved knowledge and policy development capacities of local authorities and decision makers to trigger a process of a sustainable judicial reform.

Informal Service Center (INSEC) works for the protection and promotion of human rights in Nepal. Founded by human rights defender, Prakash Kaphley, and prominent human rights activist Sushil Pyakurel in 1988, the institution has contributed to protecting and promoting the fundamental rights of people in virtually all sectors by initiating collective efforts at district and regional levels and advocating and campaigning at the national level.

Human Rights Activist (with Blue Jacket) Monitoring the Peoples' Movement announced by Seven Party Alliance in Kathmandu in April 2006

INSEC’s vision is a society where:

people, government, law enforcing and other concerned agencies are aware of the issues and
incidences of Human Rights violations and act accordingly;

people, their representatives, the government, law enforcing agencies and other stakeholders are educated,
sensitized and trained and take actions to protect and promote Human Rights in the country as per international treaties and conventions;

peacebuilding and democratic consolidation play an effective role; and

the institutional competence of CBO’s and other like-minded organisations enables them to work together on human rights, peacebuilding, and policy advocacy.

Human Rights Activist and Internally Displaced Persons during rehabilitation in the interaction program at their origin on May 2005at Jumla District

Immediately after its inception, INSEC implemented programs targeting the cart pushers in the Kalimati area of Kathmandu valley. Fundamentally, those programs sought to protect their economic rights through awareness of basic human rights, advocacy and campaigning for the provision of fair wages.

Participating in a Child Competition on the Occasion of International Children Day on 20 November 2004 under the Peace Building Campaign in Bardiya

Following the restoration of democracy in 1990, the organisations work placed a greater focus on the promotion of democratic ideas. The implementation of INSEC’s programmes include campaigning, creating awareness, and conducting educational programmes in order to enable people to assert their civil and political rights, documenting of the human rights situation of Nepal and disseminating their findings in national and international arenas. Similarly, educating, monitoring, lobbying, advocating, research and giving training on issues related to human rights have been other regular undertakings of INSEC for more than 15 years.

Committed to social welfare, INSEC focuses on working with disadvantaged and marginalised sections of society. Targeted groups include agricultural workers, underprivileged women and socially discriminated people such as Dalits and children.

Since its establishment, Advocacy Forum (AF) has been actively confronting the decades-old culture of impunity in Nepal by systematically documenting human rights abuses, monitoring detention centres, and formally building court cases. The information is published and presented to national and international audiences and provides necessary evidence for the reform of the justice system.

The organisation regularly engages internationally recognised legal mechanisms, and works closely with Amnesty International, Human Rights Watch, the Asian Federation against Involuntary Disappearance, the International Commission of Jurists and the Asian Human Rights Commission. AF was very active in ensuring the establishment of the Office of The High Commissioner for Human Rights (OHCHR) in Nepal in 2005.

AF holds regular consultations with principal actors in the criminal justice system to discuss and try to resolve the inherent contradictions and conflicts of interest confronted by all concerned. Moreover, they provide regular trainings to sensitise judges, doctors and police personnel either as preventive measures or for the purpose of effective documentation of the cases. AF seeks every possible legal avenue to help victims of human rights violations in strong recognition of the prime agency of the victims and relatives of the disappearances; the recognition of their rights and needs is put as a prime focus in its work. AF assists them in many different ways in their quest of justice and for self-empowerment.

Programmes/Initiatives

AF’s primary initiatives cover the following areas:

Reviewing the existing legal framework in Nepal and making consistent efforts to harmonize national laws with international human rights standards

Lobbying for the establishment of functional mechanisms to ensure conflict victims’ access to justice

Lobbying for reform of the criminal justice system

Promotion of juvenile justice system

Fighting impunity firmly entrenched in Nepal’s political culture via intensive lobbying, advocacy and campaigning nationally and internationally

Reducing practice of torture by monitoring places of detention, systematic documentation and promoting system of accountability

Key Achievements

global recognition (inter alia by Human Rights Watch) of its work on accountability promotion and fight against impunity; AF is a key partner of the UN in Nepal as well as international NGOs

By constantly sending cases and communications to different special procedures of the UN, AF managed to bring Nepal’s human rights agenda an international forum.

database of human rights violations

support to conflict victims to get organised and take concerted measures to get justice for the injustices they have suffered

publication of a survey report jointly with ICTJ on the basis of interviews with 811 victims

impunity report “Waiting for Justice: Unpunished Crimes from Nepal’s Armed Conflict” in collaboration with Human Rights Watch

AF was the first organisation to bring the first case to the UN human Rights Committee, using the treaty obligation of Nepal
