With the aim to encourage dialogue on issues of peace, with special reference to the Kashmir dispute, the Kashmir Institute of International Relations (KIIR) was established in 1993. The speaker of the Azad Jammu & Kashmir Legislative Assembly, Shah Ghulam Nabi is the chairman of KIIR. In the early 1990s, he attended a few conferences organised by the United States Institute of Peace (USIP) on the Kashmir issue, which inspired him to become the founder of KIIR. To promote peace, KIIR believes in ensuring the participation of the civil society. The work of KIIR is not limited to Pakistan-Administered Kashmir, as it has links with the leaders of All Parties Hurryat Conference based in Indian-Administered Kashmir.

In March 2007, KIIR in collaboration with Institute of Multi Track Diplomacy (USA) and USIP organised a ‘Kashmir Conflict Transformation Workshop’ in the Maldives. In 2003, KIIR in collaboration with International Center for Religion and Diplomacy (USA) initiated a faith-based reconciliation project in Kashmir. KIIR has also been producing research publications on the Kashmir dispute between India and Pakistan.
